Pop_OS - OS on SSD and Programs / Storage on HDD

First of all: This is about Pop_os 20.04 LTS (I know there are questions about how to do it on windows, but it doesn't relate to me)

Second, the question itself: I would like to reinstall (I'd prefer to move it, but I can't since I can't tell OS files from program files) my OS on a SSD while having all of the programs on a HDD. Is that possible? How?

Edit 1: By "programs" I mean any kind (installed from make, manual, apt and pop_shop)
