Make mouse wheel slower - Ubuntu 20.04

I'm using Ubuntu 20.04 in a docker container and want to set the mouse wheel speed at the lowest possible point.

I tried with imwheelrc, but it's lowest value is 1 and on the app i'm using that equals to 114px for 1 scroll and i need like 20-30px at least.

Since firefox scrolls 57px and that app scrolls 114px is there a way to change the scroll speed for that app ?

Or if not is there a way to achieve this anyhow ? (It has to be possible through terminal only without using some GUI)
