Is there a Windows equivalent for Rogue Amoeba's Mac-only Audio Hijack Pro? I need to record the audio output of a running application and apply VST effects to the audio output in realtime, but I'm not sure how to do that in Windows.

A Windows application that "records any audio" regardless of the source is High Criteria Total Recorder:
